    Is IPTV Legal in Quebec? What to Know

    “Is IPTV legal?” It’s a common question, and the answer needs nuance: the technology and the content it carries are two different things.

    The technology isn’t the issue

    IPTV is a way of delivering TV over the Internet. As François Charron points out, the technology isn’t illegal in itself, and some companies use it legally by paying for channel rights.

    Content and broadcasting rights

    The problem is services that stream channels or movies without holding the necessary rights. In Canada, rights holders have obtained Federal Court orders against such services:

    • in 2019, an order required Internet providers to block the GoldTV service (source);
    • in July 2026, an order obtained by Rogers, Groupe TVA and Hollywood studios, among others, targeted several unauthorized IPTV services and sites (source).

    Risks for consumers

    Beyond the legal questions, an unauthorized service can stop working overnight, for example if it’s blocked. You could lose the access you paid for.

    Questions to ask a provider

    • Who operates the service? Are contact details and a legal notice published?
    • What are the terms of use and refund conditions?
    • Does the provider explain how it handles your personal information?
    • Are its promises realistic? (See warning signs.)
